Thanks to our Westside newspaper, the Sunset Beacon, I was led to someone who knew who it was. My facts were a bit off: it was a Supervisorial race, not Mayoral, and it was 1977. The genius was named Carl La Fong. His plan was to place a giant windmill on top of Twin Peaks to blow the fog out to sea, "or at least to the Richmond District". Mr. La Fong, you see, was running to be the Supervisor of the Sunset District. He also advocated preserving the fake rocks at the Cliff House.
Paul probably knew Mr. La Fong.
