Here's an excerpt from a historical study being prepared for the bathhouse:

"China Beach Bathhouse, originally called the Phelan Beach Memorial State Park and Recreation Building, is situated on 6.4 acres that include a crescent-shaped sandy beach tucked beneath the high bluffs of Sea Cliff neighborhood. The 1954 bathhouse is a one-and-one half story Streamline Moderne and International Style concrete building perched on a curved concrete seawall, constructed in 1953, that serves as the building foundation. The bathhouse originally had shower, locker, drying and changing rooms for both men and women, a concession room, and an observation tower and changing rooms for lifeguards. The property includes one contributing building, the bathhouse, and one contributing site, the designed landscape."
