The salvage companies provide an interesting story.
I'll make an initial disclaimer that I may not have all my facts straight, but a retired fireman told me they used to have salvage companies that were originally supported by the insurance companies before they were integrated into the regular SFFD.
They would go to a fire and enter the floor of the building below the actual fire, move the furniture to the center of the room, take the clothes out of the closet and throw them on the bed, and then place a tarp over everything to minimize the damage from the water seeping down from above.
I believe they were a casualty of prop 13.
Patrick may well know more than I about this to if he has any corrections, believe him.
