I forgot to mention that these chemical companies were around during the early 1900's and that they might have carried dry chemical for electrical fires as well as some CO2 also. There might be someone out there that might have more information about this.

I think they used these for an inital attack on small fires so that then other arriving engines could get more water from some other source...
