Pure laziness would be my guess. Those platforms at Pier 39 are just a few inches above the water, whereas Seal Rocks, lumpy, bumpy and wave-battered require effort to get onto and to stay on. The Pier 39 hang-out is warmer, calmer and the hand-outs from tourists require no effort to catch. If you were a sea lion, where would you spend your time?
