Depends how SF Public Works defines "Street" "Avenue" and "Boulevard" and how they define "Expressway" and "Highway".
As I see it, Lower Great Highway has no cross street access, no businesses or homes. The Upper Great Highway just had one business (for many years) and limited access to other streets. When they put the condos in it made more sense not to change the name.
Geary and Monterey & Sloat Boulevards have cross streets and homes. Park Presidio and Sunset Boulevards only have cross streets.
I can't think of any other roadway with "Highway" in its name in The City.
