Thousands of 1906 Apts in GGP

We are just a few days away from the anniversary of the 1906 earthquake, which I believe was on April 18th, and that has made me wonder about a few things.
After the 1906 earthquake, thousands of apartments were built in GG Park to house the homeless after their homes burned to ashes from the fire. It seems to me that it would have been very easy for the city to keep those homes in GGP and either sell them or turn them into rentals to feed the city's treasury.

Does anyone know how long these apartments were kept in the park and what the city did with them all.
