After five-ish years of drought this Winter on the West Coast made up for it. Me thinks that had the Wx of those dry years been normal many of the infrastructure failures and delayed maintanance wouldn't have been as noticable as is evident with this year's thrashing. Infrastructure is neglected by entities at many levels but potholes, failed bridges & spillways and roads that slip away does get our attention.
